Please help explain this political cartoon (united nations/league of nations)?

i know that the league of nations 'dying' from 'lack of excercise' means that it didn't react to hitler invading Europe and such and didn't use military force to stop germany; and the "united nations" figure running with Harry truman? with a gun symbolizes that the UN did take military action in wars such as the Korean war.
BUt... who might agree or disagree with the cartoon? what is the issue in the cartoon? And what is the "wanton aggression"?

The main idea of the cartoon was that Truman would refuse to allow the United Nations to die the same way the League of Nations did. The LoN ultimately failed because the United States, the ones who came up with the idea for the League, did not enter into the LoN. Woodrow Wilson, the President of the USA who proposed the idea for the League of Nations, did so without Congressional consent and the Congress decided to vote that the United States would not join the LoN. Without its American support, other countries decided that it would not be a good idea to join either. Following WWII, Truman decided to form the UN, but got Congressional approval before proposing the idea on the world stage.
